In the early 1960s, EMD faced a challenge. Their 567 engine had reached its limit. The new 645 engine in 1966 led to powerful locomotives like the SD45 and SDP45. The Santa Fe wanted a sleeker freight locomotive, so EMD designed the F45, which is like an SD45 in a cowl body.
